Instructions

  1. Prepare the Filling: In a mixing bowl, combine the ground beef, minced garlic, cilantro, green onion, ginger, light soy sauce, rice vinegar, sugar, and pepper. Mix thoroughly and set aside for at least 15 minutes to allow the flavors to meld.
  2. Sauté Carrots and Cook Filling: Heat 2 tablespoons of neutral oil in a pan over medium heat. Add the minced carrots and sauté for about 2 minutes until slightly softened. Add the marinated beef mixture to the pan. Stir occasionally and cook fully until the beef is browned and cooked through.
  3. Cool the Filling: Remove the cooked filling from the heat and let it cool down sufficiently to handle.
  4. Soak Rice Paper: Briefly soak one sheet of rice paper in warm water for 5-10 seconds until pliable but not overly soft.
  5. Wrap Dumplings: Place 2.5 tablespoons of the cooled filling in the center of the rice paper. Fold the top edge towards the center, then fold the right side inward, followed by the left side. Finally, fold the bottom edge over the filling to seal the dumpling. For extra strength, wrap the dumpling again with another soaked layer of rice paper.
  6. Heat Oil for Frying: In a clean pan over medium heat, add enough neutral oil to coat the bottom.
  7. Pan Fry Dumplings: Once the oil is hot, place the dumplings in the pan with the folded side down. Optionally, press gently with a spatula for even browning. Shallow fry each side until golden brown and crispy, turning carefully.
  8. Prepare Dipping Sauce: In a small bowl, combine chili oil, light soy sauce, sesame oil, rice vinegar, sugar, and optionally minced green onions and sesame seeds. Mix well.
